Refund policy

Refunds are recorded as explicit reversal events to keep the ledger auditable.

Only verified actions create earnings entries.
When a refund is received, the platform records an action_refunded event linked to the original verification event.
The original earning is marked reversed and a matching negative ledger entry is created.
Funding allocations and captured charge amounts are adjusted to reflect refunded value.
